Is it called lag even if it looks like this after two minutes waiting while I can see for example chat messages in between???

Hi, I've noticed that when I pour water it spreads as slowly as lava in singleplayer (maybe slower). Also redstone circuits with repeaters seem totally unusable. Is it a feature or a bug? Thanks
