You mean on the south shore of that big lake west of the canal? Yes! Mr Q. suggested that. It may be hard to do though, since TB was built around a much smaller lake then that one. On the other hand though: bigger lake = longer shores = more space for buildings. I happen to be sitting on about 60+ screenshots of TB before the rewind, and I'm fairly sure how the lighthouse and town hall was built. The only tricky part will be the imperial palace/town art museum, which was never finished due to bandits.
