Close but no dice. I was actually hoping to get this crap fixed and the congestion issues solved a few months ago... Then charter told me it's going to be a few months until they can get the equipment to do that. And they still have no delivered. WTB my advertised speeds of 8 down 1 up.

I've been on the various dial up services around here and I find those much worse. I'll take my high packet loss due to congestion over those. I really wish I could get DSL though, but for whatever reason Verizon doesn't offer it in this neighborhood because I don't think there's a CO close enough to it. Meh, hopefully Charter isn't lying and will actually fix it in a reasonable amount of time. It wont matter much outside of when I'm home from college at this point though.
