Force Updating TF2

Is there a way to force update team fortress 2? I haven't been able to play it for quite a while because the servers either didn't show up or didn't connect... Then crash the game. But I then realized by the Halloween theme that I saw today, that TF2 needs to be updated since it obviously won't do that itself. Any way I can do this?

Verify game files in the game properties in steam.

Didn't work. Servers still don't show up and halloween theme is still there. The game itself needs to update
