Your ping is nearly meaningless for comparison purposes. Pingtest is testing the latency between your computer and the nearest pingtest host, which is an arbitrary distance which is different for different people. Your ping to OnLive will be different than your ping to pingtest.
Speedtest will give you a much more meaningful number.

As I like to say, woot's server is in my basement. I get about 5 ping on T9K servers, and that's all that matters.

It's weird, I get good pings whenever I go onto Australian servers and the like, but when I connect to servers in Hong Kong I get lag spikes every 30 seconds...
Here's my school internet. It's absolutely pathetic. Probably because ~1000 people are accessing it at the same time.
And here's the school STAFF internet. (Not sure why it switched to the Hong Kong server, while the above was Macau. :\
