No, you're right. It's not an Empire, though it seems to me it's a tightly woven community/network within a community, which is what the CE was, in a way. Or maybe I'm completely wrong, I dunno. You could more be a religious sort of group, like the OoO, CoW, or CoC, exept you worship Kingdom Hearts, not T9K admins.
The definition of an Empire, according to Wikipedia:
An empire is a state with politico-military dominion of populations who are culturally and ethnically distinct from the imperial (ruling) ethnic group and its culture — unlike a federation, an extensive state voluntarily composed of autonomous states and peoples.

Were kinda like the religious only we worship Org 13 yes, also I have never heard of a empire that kept there empires limited to a tiny base that no one can see. ;)

I absolutely love the quote mentioning The Federation... driving the point home that we are not an empire.
