The short answer: Not gonna happen.
The long answer:
Wooty said when he launched the pre 1.9 release server that there would be hardly if any moderation on the server since it wasn't an official release. Mostly due to the fact that bukkit and any other mods that may be used were not going to update until an official release came out from Mojang, which means that there really isn't much that can be done from a moderation standpoint except from Wooty himself. I think we all assumed these pre 1.9 releases were only temporary and a full 1.9 release would have come out well before now, and before the final release at or around MineCon.
So far as I am aware, whenever the final release comes out and the mods we use are updated and everything is normal again, things will go almost pretty much to the way they were, in terms of moderating Survival and Creative, each done a little differently, of course. As I'm sure many of you may recall, ConroD and a few others were selected as mods for the Survival server and had been given moderator abilities, and things went quite well under that scheme. I'm fairly certain a similar set-up will occur with Survival, whereupon only a few moderators will be selected, and there will be no other ranks. The Creative Server will be run differently, how different that may be, I know not. I'm not sure anyone really knows, except maybe Wooty, and that may change after the final game release.
