Create the Characters folder in the Data Folder regardless of what the number is. Do not create anything else other then in Data.
Then create the folder of the champion you want custom recommended items for, create both ini files ( just create normal text file .txt and replace the extension to .ini
U NEED TO HAVE FILE EXTENSIONS ENABLED
go to Control panel(classic) -> Folder Options -> View -> Uncheck ( Hide Extentions of know file types)
Open Note Pad SaveAs -> Change Extention to .ini
TLDR: To get to DATA go to Solutions -> Lol_game_client_sln -> Releases -> (Any Number Folder) -> Deploy -> Data -> Create "Characters" folder and follow guide -> your done.
If you already created it just rename it by removing the .txt -> .ini <-- posted by devablade on lol forums.
