Breaking the rules here a bit myself, but I call Shenanigans; we can't bust the person who took the netherstar from South Bridge, but we're going to Ban a player for NewbTowering. Keeping in mind this player has a good, friendly reputation...

As well as building on someone else's land without permission, which, I'll remind you, is grief. Both are against the rules and the fact that the player has a good, friendly reputation is the reason it's a 7 day ban instead of a permaban.
