there are 1.9 pre-release mods, but since mods take some development just like 1.9, they're buggy.

Depends on the mod.
EDIT: EX. my custom client cannot be updated to 1.9 mostly so the modder doesn't have to mod it again for actual release, and the bugs glitch with it.
