Steam won't let me create an account?

So, I go on steam, I hit create account. I put in all of the information, and check "I agree AND i'm over 13 years of age." it then sends me to the top of the page and tells me to re input the info to verify my humanity. I reput it all in, still gives me this message. Any help?
