I would assume it be a recommended list of parts if someone wanted to build a PC. Also, I am being way too logical.

Why?
Building your own PC and parts/prices are all subject to change every 2 weeks haha.
No way to make a general one either..When someone builds their computer they will look at every the way it is at the time of interest rather than look at old and minor information.
We're a gaming community not a PC enthusiast community.
