Yes and that is very important - so either make sure your portal has room 8 blocks to the right or block off the portal so people can only use one side.Also, don't forget that the inside of a Nether portal is 2 blocks wide, so the left side of a portal in the Nether is going to take you to one place on the surface, and the right will take you to a place 8 blocks away. Going from the surface to the Nether, on the other hand, due to rounding, probably both sides will take you to the same coordinates. I guess the Minecraft Wiki gives you the exact math - what direction the rounding goes in, whether your coodinates are rounded before dividing by 8, etc.
They do seem to act a little wierd though, the one at spawn sometimes is warping folks back 8 blocks. Woot hollowed out enough area to make it safe, but I would test your own multiple times.
