The quiz seems pretty good, too, so unless you were a very dedicated miscreant, it would be trying to get onto the server.
It means there should be less morons around.
I think the quiz could be better, it tells people the URL to the map, but doesn't actually force them to look at it - I'm sure people can guess the answer is not "where's the map" but "the map looks nice!" or something like that - so there are still lots of newbies who obviously don't know how to get to the map.

I've suggested to Woot on the bug tracker that
1: Newbs are banned from talking in global chat whilst in the maze (that will stop some of the stupid questions)
2: That the /rules page on the Wiki is tweaked so that newbs need to be more involved with the process (need to read through the page better before finding the 'secret code')
to be able to distinguish us from the rest, will say to the newbs to show a little respect?
Don't let a bunch of new players keep you from playing. Otherwise you'll be stuck in SP all the time. I just play, ignore chat, and speak to my friends in local or mumble.
A few months ago someone told me to "Fuck off, nobody cares, new kid' just because I corrected him in-game. I honestly have no incentive to go on survival any more, this is getting ridiculous.
Personally, I don't like the weight people are placing on being a veteran versus a new player. How can you tell who's which?
I've been asked several times how I got into both Haven and Cydonia so easily, and when I reply that I'm fairly well-known around the server the only response is "Well, I've been around __timelessthantheamountoftimeIwasbanned__, and I've never seen you. You're a lying noob." Or something (usually less grammatically accurate/polite) along those lines.
I'm what most veterans of the server would describe as a veteran. However, many of the players who have been around less than 7-8 months have no idea who I am. Usually this is either due to innocent ignorance on their part, or deliberately ignoring the rest of the server except for their little town. I hate to point fingers, but an abnormally large amount of the Caprica and Cydonia crews are guilty of the latter.
I also have no idea who they are, for obvious reasons. I don't assume they are noobs, but I also do not assume they are veterans, simply because I don't know. To me, another player is another player. If I don't know who they are, I greet them with an attempt at friendliness, usually via an attempt at being helpful (if they're in my area, the greeting is usually friendly suspicion - I'm not perfect).
So, after that long-winded and slightly off-topic gutspilling, back to the question at hand: How can you tell who is a veteran and who isn't?
The correct answer is, one person can't. A committee isn't the solution, either. I do not believe that anything needs to be done, server-wise, about the influx of disrespectful new players. I personally feel that if you are truly annoyed, the /ignore command works wonders. If you don't want to use the available commands, then don't complain about the problem (very similar to my feelings on voting - if you don't vote, don't complain about the government). I usually follow a few steps before I ignore someone, though.
1. New player enters server.
2. New player asks stupid question, eg "HO KAN BULD??!!!"
3. I respond with helpful, polite answer, eg "Please refrain from using caps, there's no need to yell. Have you tried using the online map?"
4. New player ignores response, eg "HOW CN BILD!!??"
5. I try again, eg "Using caps will not get you many friends here. To see where you can build, try going to http://t9k.me/map"
6. New player ignores response again.
7. /ignore newplayer.

I honestly believe that members that have been here over a year should get the title [veteran] next to their name. That way, a (hopefully half-decent) new member will know that you are of some value in helping him, and that you are (at the moment) wiser than them about the server.
Other servers have similar systems with [Trusted] next to well-known player's names.
The way I see it, a new remember disrespecting a veteran is like a child in an Indian tribe disrespecting an elder.

During some of the time in which i was inactive, i got onto this one other server with irl friends. Those who were whitelisted for a year got [Veteran] next to their name. The veteran title is definitely a good idea.
