why does engi rank not have mute powers

I would hazard a guess that it's because engineers might not be as trusted as awesomes to not abuse it. Or it could be that once in engineer gives a spammer/troll a warning they can just kick them.

As for the mute. Engineer's don't specifically need them really. Verbally warn them and then kick if needed.
