Minecart plugin blocks minecart with chest

I would like to have a postal system working between towns, but to make it viable, we would need minecart-with-chests, which are blocked my the minecart plugin. Is it possible to fix this?
 
Silly question, but assuming that minecarts with chests were re-enabled, assuming you send the minecart on a long journey to another town, and you are the only player on the server at the time, won't the minecart eventually reach the edge of the chunks that are loaded and stop, and the server won't update it any more until a player comes within range of it?
