So recently I added a Visa Gift Card to my Paypal account with the funds of 85 USD. I sent the funds to a person in exchange for virtual goods. However, she was not satisfied with the way of the payment which was goods and services. She then refunded the money. Even though she did refund the money, neither of us have the 85 USD. Where is it? Can someone please help

I'd wait a few days and see if it's placed back on your card. If not, ask paypal for assistance?

Is it on your account to as PayPal credit? Also refunds take longer than buying stuff.
