Rule Clarifications

Ok so BaconJim seems to think there is nothing wrong with claiming a plot that someone else already has builds going on within just because they don't have towny protection even though they don't want to move. So a few questions:

1. If someone has existing builds going on and doesn't want to be locked out of their build but doesn't have towny protection does that mean someone else can legally just come in, claim the plot (locking out the previous owner), and do what they want with it?

2. Is it only considered griefing if a griefer destroys builds within claimed towny plots? (would obviously have to be a town member) Or would destroying or building on other peoples creations be considered griefing regardless of whether the area is claimed or not?

3. If someone has a build going on outside of an existing town that didn't show any signs of player settlement there before their build started then would that town be allowed to expand over other peoples builds just because they are in the way?

Bannable Offenses
Hacks (Item Duplication, Fly hacks, Item hacks, memory editors, transparent textures, or any other cheat to give you an unfair advantage over other players)
Griefing (Destroying others work or building on it without permission)
Macros (Bots, autoclickers)
Stealing items from other players
Causing unhappiness is a bannable offense. Any event that causes another user to become angry or unhappy (in a non-competitive sense) is not allowed. You may consider this to be a very broad rule, but it helps us to cover any ban cases not specifically listed. Team9000 is not a place for trolls, griefers, or people of an annoying nature, and we will remove any person causing unhappiness -- even if they do not explicitly disobey the above rules.

My thoughts, correct me if I'm wrong:
1. No, no one can legally come in and claim that build without permission. But if that build was already put on claimed land by the town, then it would the town's property (or I would assume so).

2. Griefing is griefing, no matter where it is. But it's commonly accepted that the mayor/assistants can take down builds if they wish, in order to conform to town rules/building themes/incorrect placement.

3. No idea.
