So I want to build in a town now so my house will not be wiped, but I was wondering something, do the buildings have to be in the walls to not get wiped?

You mean the city limits? You have to make your building inside the city boundaries.
I also found this on the Wiki:"All cities have a boundary, which if crossed, will teleport you to the city graveyard, which is where you also re-spawn when you die inside a city. "
Any questions you have can usually be found and answered on the wiki, It's nice to have open in-game too!
