What privallages do you need to get a build permit?

Hey i tried to post a build permit application for a SMP server but is says that i have insufficiant privillages to post there. Can someone please tell me what i need to do to be able to post there?

You don't need to apply for a build permit anymore. You simply log in to the server, and start building. Way back in the day, it was required for new users to apply for permits, but that was junked back when the game went beta, I think.
