And for the top stuff, maybe a Team9000 variant of a bootstrap navbar? That way the top will resize correctly and prevent the weird scrolling that mobile users have to deal with. (To see what I mean, resize the page until it's small enough that the navbar turns into a collapsible, vertically oriented navbar).
