Nobody knows, there have been no official announcements. Just the teaser images and people figuring out stuff.

You kind of need to know the TF2 lore to understand it all.

After the August 11, 2012 Patch, players could equip the Capacitor in the miscellaneous items slot. Performing a High five with another player, whether they are wearing another Capacitor or not will lead to a message in the form of a "...walks in to a bar" joke being shown in the chatbox [1].

If this does end up being a thing and not just Gabe Robin being a huge troll, valve has really been putting out a lot of updates recently
 
OK guys! Here's what you can do to help!

1. Equip or acquire a high-five taunt!

Hopefully we can find out what each of these say and then work something out from there.
