It would be faster for him to just cuboid a hole in the ground past bedrock, let them all fall out of the world and despawn, and then undo the cuboid.

Adding a shit ton of minecarts is stupid. Why bother? You're just making things harder for Woot when he's been spending his own time trying to make the server more enjoyable for everyone. I find it disrespectful and rude.

He could simply use worldedit and select 2 blocks ( about 200 blocks apart ) and use //replace 328 0 --- That will replace all the minecarts with air

Either way, he won't have to delete the carts one by one.
