Just a quick update on my progress:

A lot of detail does not scale well, I'm having to re-detail it with the gimp pallette now

Or you could vector it.
Simply use the line detection thingy tool and put them at points them line them up with the outline and then outline the whole hair and then select it then color it in. HUZZA!
